All Navy scholarships pay for FULL tuition, fees, and a $300 per semester allowance to cover required textbooks. Students also receive a tax-free monthly subsistence payment of the following: freshman $250, sophomore year $300, junior year $350, senior year $400, and are paid for summer training and official travel. Students in the University of Minnesota NROTC unit may attend the U of M, St. Thomas, or Macalester College. The scholarship does not cover the cost of room and board, with the exception of St. Thomas, which has a privately endowed room and board deal for Midshipmen. All scholarship programs lead to a commission as an officer in the Navy or Marine Corps.
Navy & Marine Options
All four year scholarships are offered as either a Navy or Marine Corps option. Each scholarship option provides identical benefits and requires the same service obligation. The option selected will determine whether a graduating midshipmen becomes an Ensign in the United States Navy or a Second Lieutenant in the United States Marine Corps.

Two Year Scholarship
o Covers final two years of college
o Provides tuition, fees, textbooks, and uniforms for two academic years
o Subsistence allowance for a maximum of 20 months
o Open to college students who have completed their sophomore year (or third year in a five-year curriculum)
o Deadline date: 15 March of the applicant's sophomore year
o On graduation commission as an Ensign in the Navy or a Second Lieutenant in the Marine Corps
o Total military service obligation is eight years, at least four of which must be on active duty.
Any interested student may enter the College Program. While not on a scholarship, College Program midshipmen receive uniforms and books for Naval Science Classes. College Program midshipmen participate fully in the ROTC program and receive the same commission upon graduation as scholarship students. If the College Program is initiated during the freshmen year, a midshipman may apply for a three year scholarship. If entrance into this program occurs anytime before the second semester of the sophomore year, upgrade to a two year scholarship is still available. Students who have performed well academically and physically during their first semester as a college programmer have an excellent chance of picking up a scholarship for their second semester or in the following year, especially if they are in a technical major or have already completed calculus and/or physics.
College Program students must be selected for a scholarship or "advanced standing" by the start of their Junior year in order to remain in the Navy ROTC program.
• Applicants selected from students already attending or accepted by colleges with NROTC programs
• Pays for uniforms and instructional fees for naval science courses
• College Program students selected for "advanced standing" do not receive a full scholarship, but they do receive a stipend for a maximum of 20 months. Advance standing is only available starting the junior year of college. Stipend per academic month is $350 junior year and $400 senior year.
• Students will complete naval science and other university courses, a few specific university courses, and attend one summer training session (Normally at sea for Navy officers or at Quantico, VA for Marine Corps-options)
• When accepted, two-year applicants will attend six-and-a-half week Naval Science Institute program in Newport, RI during summer between sophomore and junior years (to catch up on Naval Science classes missed)
• On graduation, College Program midshipmen will be commissioned as Ensigns in the Navy or Second Lieutenants in the Marine Corps
• Obligation of eight years commissioned service, at least three of which must be active duty
Navy Nurse Corps Program
• Available to students interested in pursuing bachelor of science degree in nursing (BSN)
• If selected for scholarship, selectee must major in a nursing degree program leading to BSN
• On graduation, Nurse NROTC Scholarship Program midshipmen commissioned as officers in the Navy Nurse Corps
• Nurse NROTC eligibility and selection procedures same as regular four-year NROTC Scholarship Program requirements
• Academic, physical, and military requirements differ slightly from regular NROTC
• Nurse NROTC Scholarship Program not for those pursuing any other medical program.
• U.S. Citizenship
• Not less than 17 years old by Sept. 1 of year starting college and no more than 23 on June 30 of that year.
• Must not have reached 27th birthday by June 30 of year in which graduation and commissioning are anticipated.
• Applicants with prior military service may be eligible for age adjustments for amount of time equal to their prior service, on month-by-month basis, for maximum of 36 months, if they will not reach 30th birthday by June 30 of year graduation and commissioning are anticipated
• High school graduation or equivalency certificate by Aug. 1 of year of entrance into four-year NROTC Scholarship program
• Physically qualified by Navy or Marine Corps standards
• No moral obligations or personal convictions that prevent conscientious bearing of arms and supporting and defending the Constitution of the United States against all enemies, foreign or domestic
• Apply for and gain admission to NROTC colleges (not required during selection process, but notification of admission must be received before scholarship can be activated)
• Qualifying scores on Scholastic Aptitude Test (SAT) or American College Test (ACT)
o Navy (including Nurse-option):
o SAT: 530 verbal; 520 math
o ACT: 22 verbal; 22 math
o Marine Corps option:
o SAT: 1000 composite
o ACT: 45 composite
• SAT/ACT math and English scores must be from same test; applicants cannot combine best math w/ best English scores to achieve qualifying score
• Students w/ more than 30 semester hours or 40 quarter hours of college credit upon application or students already enrolled in NROTC College Program are not eligible for four-year NROTC Scholarships; these students should see Professors of Naval Science at host university's NROTC unit to discuss other scholarship opportunities
• Students may apply for only one of the three scholarship program options-Navy, Marine Corps, or Nurse Program
• Navy and Nurse-option applicants should apply through Navy recruiting offices
• Marine Corps applicants should apply through Marine Corps recruiting offices
• You may start the process of applying during the second semester of your junior year of high school. Before the application can be finalized and forward for selection consideration, you must ensure that a copy of your complete transcript including your entire junior year is forwarded to your recruiter.
Academic Requirements While Enrolled in NROTC
• Complete all requirements for bachelor's degree under university rules and regulations
• Complete certain courses specified by Navy
• Requirements may vary by college, but Navy and Marine Corps highly emphasize academic success
• Normal course load required by college or university for degree completion
• In addition to normal course load, midshipmen must follow these general academic guidelines:
o Calculus (one year by end of sophomore year) (not required for Nurse- or Marine Corps-option students)
o Physics (one year of calculus-based physics by end of junior year) (not required for Nurse- or Marine Corps-option students)
o English grammar and composition (one year) (not required for Marine Corps option)
o National Security Policy/American Military Affairs (not required for Nurse-option)
o Computer science (one year) (not required for Nurse- or Marine Corps-option)
• Naval science course each semester (Usually two classes per week on tues/thurs)
• Weekly drill instruction periods (Tuesday Mornings)
• Four- to Six-week training period each summer
o Nurse midshipmen participate in summer training in accordance with their individual nursing curriculum requirements
• Scholarship midshipmen may enroll in courses requiring five years for bachelor's degree, provided they will not have reached their 27th birthday on June 30 of year in which they complete fifth year and are commissioned
• Midshipmen enrolled in five-year programs may qualify for compensations and benefits during fifth year
o Entitlement to additional year of benefits is determined through a separate process after the student has been in program for at least one year (Usually for Engineering students or special cases)
o Students not entitled to fifth year of scholarship benefits will be granted a leave of absence without benefits to qualify for their degrees; leave of absence normally scheduled for third year, but may be taken during second or fourth year of the five-year curriculum
Medical Requirements for Admission to NROTC / Commissioning
• Medical and scholarship qualification processes are independent of each other, but students must receive favorable endorsement in both to receive NROTC scholarship
• Partial list of disqualifying medical diagnoses:
o Vision not correctable to 20/20
o Sustandard color vision (Does not apply for Marine Corps or Nurse Option)
o History of asthma
o Acute or chronic cardiac/pulmonary conditions
o Chronic skin disorders such as:
• Cystic acne
• Psoriasis
• Atopic dermatitis
• Eczema
o Ununited fractures or major joint surgery
o Arthritis
o Seizure disorders
o Severe motion sickness susceptibility
o Alcohol or drug abuse
• Department of Defense Medical Examination Review Board (DODMERB) schedules and reviews all physical examinations for service academies and NROTC candidates; candidates applying for more than one military academy or NROTC scholarship program require only one physical examination
• If DODMERB determines a disqualifying condition exists, written request is required for waiver consideration; some medical conditions may be waived after further review
• Applicants will be notified by DODMERB of any additional requirements for medical history consultations or diagnostic tests
• Surgical, laser, or mechanical procedures to correct defective visual acuity are absolute cause for disqualification; no waivers will be recommended. HOWEVER, PRK IS CURRENTLY APPROVED FOR AVIATION AND SPECIAL WARFARE SERVICE SELECTION. WAIT UNTIL YOU ARE IN THE NROTC PROGRAM TO GET THE SURGERY.
• Keratoconus or a history of treatment for this condition is absolutely disqualifying

• On graduation, NROTC Scholarship midshipmen are Commissioned as Ensigns in the Navy or Second Lieutenants in the Marine Corps Reserve
• Military service obligation of eight years in unrestricted line (surface, submarine, aviation), at least four of which must be active duty
• Midshipmen disenrolled from NROTC Scholarship Program for reasons beyond their control will normally be discharged without penalty
• Minimum of two years active enlisted service or recoupment of all tuition dollars paid may be required for midshipmen who disenroll or are disenrolled from NROTC Scholarship Program for academic or personal reasons after the first day of their sophomore year (i.e. the first year is without obligation of any kind. However, once you start your second year, you are responsible for repaying all four years should you quit the program.)
• If disenrolled, personnel who were originally on active duty and were released early to accept NROTC Scholarships must complete their original enlisted contracts
All scholarship applications have a deadline of January 31 of the year you enter the Fall semester. You may apply as early as April 1st before the deadline, which is highly recommended.
